Appeal Process

NWEA results for all students in grades K‐6 will be reviewed each year by a central office team to identify students functioning at the 99th percentile for grades kindergarten and 1 and between the 95th and 99th percentiles for grades 2 through 6 in either math or language arts.

The cognitive potential is evaluated in grades K, 2, and 5 for all students not already identified as eligible for high ability services.
Students in grades K, 2, and 5 who fall within the standard error of measure are also considered for services through the use of the SIGS tool. This multi-faceted approach to eliminate the need for any individual requests from families for additional testing and allows for equal opportunities for all students to be considered.

A family may provide evidence that suggests a different conclusion than what was determined through the identification process. Classroom grades, reading levels, and ILEARN results are not sufficient evidence for placement.

To pursue an appeal, please contact Erin Mohr, High Ability Coordinator, at emohr@hse.k12.in.us. A rationale and any accompanying nationally normed testing results must be submitted with a cover letter and will be reviewed by the Superintendent’s designee, Assistant Superintendent of Foundational Learning, Danielle Fetters-Thompson. Appeals must be submitted by June 30 for the following school year.
