Redistricting

Redistricting is a common practice in school districts with multiple schools serving the same grade levels. Over the past decade, HSE Schools has experienced changes in both enrollment numbers and where students live within the district. As new housing developments continue to expand eastward and northward, student populations in some areas have grown significantly. 

Redistricting will allow the district to: 

• Address current facility needs and deficiencies. 
• Balance enrollment across all schools. 
• Plan for long-term growth and stability. 

The primary driver for redistricting is the expansion of Fishers Elementary School, which will increase capacity from 450 to 700 students and is expected to be completed by fall 2026. In addition, some eastside schools are already at or over capacity, creating an immediate need to shift enrollment to more manageable levels. 

This redistricting effort will focus on pre-K through eighth grade. 

To the greatest extent possible, redistricting will aim to: 

• Provide capacity at schools with the greatest growth potential  
• Better utilize existing elementary schools in established portions of the district 
• Examine efficiencies in the central part of the district 
• Attempt to create logical “feeder” patterns for school progression 
• Consider opportunities to repurpose existing facilities  
• Reduce impacts upon neighborhoods and subdivisions

The new boundaries will be implemented at the start of the 2026–27 school year. 

HSE Schools is partnering with Woolpert, a consulting firm specializing in architecture, engineering, and geospatial services, recognized for its work with school districts nationwide on demographic and boundary planning. 

We encourage you to complete the Boundary Criteria Survey. Your input will help guide the development of boundary options. 

This is a community-driven, board decision process, and there are multiple ways to participate: 

• Complete the Boundary Criteria Survey (open through Sunday, August 31). 
• Apply for a Focus Group – focus groups will meet virtually in late September to review early options and provide feedback before community meetings. 
• Attend a Community Engagement Meeting to ask questions, meet the redistricting team, and share feedback: 
  • October 20 at Fishers High School, 6–8 p.m. 
  • October 21 at Hamilton Southeastern High School, 6–8 p.m. An online survey will also be available for those unable to attend. 

• August 13, 2025 – Process launched at the Board of School Trustees meeting. 
• December 10, 2025 – Recommendation presented to the Board for approval. 

While the public will have opportunities to provide feedback, the Hamilton Southeastern Board of School Trustees will vote on the final plan. 

Yes. Enrollment and housing projections will guide decisions to ensure boundaries are sustainable for years to come. 

Exemptions will be determined later in the process.
